PRE-SOLICITATION NOTICE - CONTRACT MODIFICATION FOR SHIPBOARD PANORAMIC ELECTRO-OPTIC/INFRARED (SPEIR) SHORE SITE UNITS

25 November 2025 – Pre-Solicitation Synopsis 

The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to modify the previously awarded contract N00024-22-C-5514, held by L3 Technologies, Incorporated, Systems Company, Camden, New Jersey (L3), on a sole source basis to provide Shipboard Panoramic Electro-Optic/Infrared (SPEIR) Shore Site units and associated ancillary equipment.

The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii). Parties interested in subcontracting opportunities should contact L3 directly. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
