1. GENERAL INFORMATION

The Mission and Installation Contracting Command (MICC) – Fort Hood, Texas, is issuing this PRE-SOLICITATION notice in accordance with FAR 5.201 and FAR 5.204.

The purpose of this notice is to provide general information regarding the scope of the Solid Waste Management Services requirement and to solicit questions or feedback from industry partners on this acquisition.

All responsible sources may submit a response which shall be considered by the agency.

NOTICE: A formal solicitation is NOT currently available, and proposals are not required at this time. This is a pre-solicitation notice only.

2. SCOPE OF REQUIREMENT

The Contractor shall provide all management, tools, equipment, and labor necessary to ensure solid waste services are performed at Fort Hood, Texas. Services include, but are not limited to:

• All refuse collection and disposal for the cantonment areas, to include administrative facilities, dining facilities, and family housing areas;
• All collection of wood waste, vegetative waste and other authorized compostable material;
• All cleaning of grease traps and collection of grease trap waste from Garrison and food service facilities on Fort Hood and disposal IAW contract specifications;
• Complete operation of the Fort Hood Landfill, for both municipal solid waste and special waste; and
• All construction at the Fort Hood Landfill for municipal solid waste

3. ACQUISITION STRATEGY

• Competition: This requirement is 100% Small Business Set-Aside.
• Contract Type: The Government contemplates the award of a Firm Fixed Price (FFP) contract.
• System for Award Management (SAM): In accordance with FAR 52.204-7, prospective offerors must be registered in SAM when submitting an offer. Visit www.sam.gov for registration details.

4. PERIOD OF PERFORMANCE

The contract structure is anticipated to include a phase-in period followed by a base year and six (6) subsequent ordering periods:

Phase-In: 1 December 2026 - 31 December 2026

Base Year (Ordering Period 1): 1 January 2027 - 30 November 2027

Ordering Period 2: 1 December 2027 - 30 November 2028

Ordering Period 3: 1 December 2028 - 30 November 2029

Ordering Period 4: 1 December 2029 - 30 November 2030

Ordering Period 5: 1 December 2030 - 30 November 2031

Ordering Period 6: 1 December 2031 - 30 November 2032

Ordering Period 7: 1 December 2032 - 30 November 2033
