PRE-SOLICITATION SYNOPSIS: CONTRACT MODIFICATION OY3-OY4 DESIGN AGENT ENGINEERING SUPPORT

20 May 2026 – Pre-Solicitation Synopsis

The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to modify the previously awarded contract N00024-24-C-5510, held by Lockheed Martin (LM), 497 Electronics Pkwy, Liverpool, NY 13088, on a sole-source basis for the continued requirement of Design Agent Engineering for the SEWIP AN/SLQ-32(V)6 Electronic Warfare (EW) subsystem. The proposed contract modification increases the ceiling on Option Year (OY) 3, OY 4 Level of Effort (LOE) Cost-Plus-Fixed-Fee (CPFF), and Cost-only line items.

The proposed contract action is for Design Agent Engineering, for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1(a)(2)(ii)(B). LM is the only vendor qualified and capable of meeting the Navy’s OY3 and OY4 schedule requirements to provide continued, uninterrupted Design Agent Engineering for SEWIP Block 2 EW subsystems. Parties interested in subcontracting opportunities should contact LM directly. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
