PREAWARD NOTICE FOR SMALL BUSINESS PROGRAMS, STRATEGIC ADVISOR SUPPORT (SAS) SERVICES

Subject: SPECIAL NOTICE, Preaward Notice for Small Business Programs, Strategic Advisor Support (SAS) Services

In accordance with FAR 15.503(a)(2), a SPECIAL NOTICE providing preward notice to small business offerors will be posted to the GPE (SAM.gov) today, 18 July 2025, prior to the award of contracts pursuant to the SAS acquisition, which is anticipated for Friday, 18 July 2025. When using a small business set-aside, as here (see FAR Subpart 19.5), “the contracting officer shall notify each offeror in writing prior to award . . . .” FAR 15.503(a)(2). This preaward notification for small businesses allows small business offerors an opportunity to protest an apparent successful offeror’s small-business size representation prior to award of a contract or immediately thereafter. See FAR 19.302(d). A size protest filed prior to notice being made of the selection of the apparent successful offeror(s) would be dismissed as premature by the Small Business Administration (SBA).
FAR 19.302(d)(4). Upon receipt of the SPECIAL NOTICE identifying the apparent successful offeror(s), any concern or other interested party may file a protest with the contracting officer; however, in order to be considered “timely” it must be received by the contracting officer by the close of business of the fifth business day after the SPECIAL NOTICE is received. See FAR 19.302(d)(1). A protest must be timely in order to affect a specific solicitation. FAR 19.302(d).

Therefore, the following SPECIAL NOTICE will be posted to the GPE (in relevant part):

1. In accordance with FAR 15.503(a)(2)(A), this Preaward Notice for Small Business Programs is being posted to each offeror that the apparently successful offerors for the Strategic Advisor Support (SAS)Services under Solicitation No. HT001524R0021 are as follows:

2. In accordance with FAR 15.503(a)(2)(ii)(B), the Government will not consider subsequent revisions of the offeror’s proposal.

3. In accordance with FAR 15.503(a)(2)(ii)(C), no response is required unless a basis exists to challenge the size status or small business status of the apparently successful offerors.

This notification will satisfy the preaward notification requirement and provide small business offerors sufficient notice and opportunity to protest any of the apparently successful offerors’ size or small business status prior to award or immediately thereafter.
