The purpose of this RFP is to support the agencys mission by acquiring an innovative solution that meets specific technical and functional requirements. Offerors are invited to submit their proposals in accordance with the guidelines outlined in this document to detail their approach, capabilities, and pricing for the requested prototype. All questions concerning this procurement, either technical or contractual, must be submitted in writing electronically to the Contracting Officer. The subject line for all correspondence shall include Precision Aim Kit. No direct discussion between the technical representative and a prospective offeror will be conducted unless it is deemed necessary by the Contracting Officer. Questions shall be sent no later than 5:00PM Eastern Daylight Time (EDT) on Thursday, 04 September 2025 to the following points of contact: douglas.c.bailey.civ@socom.mil and blake.j.martin.civ@socom.mil. The Government will not guarantee that questions received after this date will be answered prior to the proposals due date. Proposals are required to be received by the Contracting Officer no later than 1:00 PM EDT on 17 September 2025 at blake.j.martin.civ@socom.mil and to douglas.c.bailey.civ@socom.mil. Early submissions will be accepted and are encouraged. The offerors attention is directed to the fact that contractor consultant/advisors to the Government may review and provide support during proposal evaluations. When appropriate, non-government advisors may have access to offerors proposals and may be utilized to objectively review a proposal in a particular functional area and provide comments and recommendations to the Governments decision makers. Proposal Format and Delivery Instructions: Format of the proposal volumes shall be as follows: a. Offerors shall email, or request a DoD Safe Drop Off link, to provide a copy of Price Volume and Technical Volume. b. Price Volume has no page limitations. c. Technical Volume is limited to 10 pages. d. Text shall be no small that what is equivalent to Microsoft Word, Times New Roman, 10 point, uncompressed font.
