1. GENERAL INFORMATION

The U.S. Army Corps of Engineers (USACE), Buffalo District, intends to issue a Request for Proposal (RFP) for beach nourishment activities at Presque Isle State Park in Erie, Pennsylvania. This notice is for informational and planning purposes and constitutes a pre-solicitation announcement of a forthcoming competitive procurement.

This procurement will be conducted as a competitive 8(a) Set-Aside in accordance with Federal Acquisition Regulation (FAR) Part 19.8.

2. PROJECT DESCRIPTION

The scope of this project includes the purchase, delivery, and placement of sand at designated locations along the beaches of the Presque Isle State Park peninsula for the purposes of beach nourishment.

The Government anticipates awarding a Single Award Task Order Contract (SATOC) to a single prime contractor. The contract will have a three or five-year ordering period. The total maximum ordering amount for the life of the contract is anticipated to be $20,000,000.

3. ANTICIPATED SOLICITATION RELEASE

The official Request for Proposal (RFP) is expected to be released in or around March 2026.

The solicitation and all future documents related to this procurement will be made available electronically through the System for Award Management (SAM.gov) website under the solicitation number W912P4-26-R-XXXX. It is the responsibility of interested parties to monitor this website for the release of the solicitation and any amendments.

Proposals will only be accepted in response to the formal solicitation. The Government will not accept unsolicited proposals.
