    This is a Sources Sought Notice ONLY.

    The USDA-ARS PA Grazinglands Research Laboratory in El Reno, OK is in need of a Preventative Maintenance Service for equipment used to quantify research on methane emissions from cattle. The intent will be to award a sole source contract, outside of documented/verified proof that there are viable competitive options available that can provide similar services.

The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. However, if a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement.

    In response to this source sought, please provide: SUBMISSION DETAILS
    1. Interested businesses should submit a brief capabilities statement package (no more than ten 8.5 X 11 inch pages, font no smaller than 10 point) demonstrating ability to provide the required services. No phone or email solicitations with regards to the status of the RFQ will be accepted prior to its release. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, James Porter, in either Microsoft Word or Portable Document Format (PDF), via email to james.porter@usda.gov.

    2. If your organization has the potential capacity to provide the required services, please provide the following information: 1) Organization name, SAM UEI Number, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. 3) Business Size 4) Sam.gov UEI information including.3. All data received in response to this Sources Sought that is marked or designated as corporate 
    or proprietary will be fully protected from any release outside the Government. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solution solutions. Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion.
