PRODUCTION OF CNS/ATM SATCOM ANTENNA AND SATELLITE DATA UNIT

Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the SATCOM Antenna and Satellite Data Unit, NSN: 5985200112563UC and 5895200113435UC, Part Number: 1242-A-0010-21 and 1252-A-3800-01.

ITEM DESCRIPTION:

The Satellite Data Unit (SDU), NSN: 5895-20-011-3435UC / PN: 1252-A-3800-01, provides a standalone Satellite Communication for use in the cabin. The SDU uses the Williamsburg SDU Controller Interface protocol to interface with the audio system and the Flight Management System (FMS) to allow dialing through the FMS and audio through the pilot's headsets for voice communication.

The SATCOM Antenna, NSN: 5985-20-011-2563UC/PN: 1242-A-0010-21, is an ARINC 781 High Gain Antenna used to receive and transmit voice and data from a moving aircraft via the Inmarsat satellite network and supports multi-channel Swift Broadband (Class 6 services).

IMPEDIMENT TO COMPETITION:

The original equipment manufacturer for this item is EMS Technologies Canada, Ltd (CAGE 38473), which maintains its data and repair. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, EMS Technologies Canada, Ltd is the only known source with adequate knowledge of the SATCOM Antenna and Satellite Data Unit’s performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. EMS Technologies Canada, Ltd (CAGE 38473) is a subsidiary of Honeywell International Inc.

INTEREST:

The DLA Weapons Support Contracting Office intends to award a sole source contract to EMS Technologies Canada, Ltd (CAGE 38473) for the manufacture of the SATCOM Antenna / NSN: 5985200112563UC and Satellite Data Unit / NSN: 5895200113435UC, in support of the C-5 program. Other interested parties may identify their interest and capability to respond to the requirement no later than January 8, 2026 by emailing matthew.white.48@us.af.mil and timothy.randall.4@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
