    Program Development and Organizational Support for Physical Security Program Management at AO

    1. Introduction

    The Administrative Office of the United States Courts (AO) is issuing this Request for Information to identify companies with demonstrated experience in designing, establishing, and supporting organizational programs that oversee enterprise-wide physical security systems.  The AO is evaluating the creation of a new office or the reorganization of an existing office that would assume responsibility for governance, policy development, program management, and oversight of physical access control systems, video management systems, camera networks, lighting controls, and security operations infrastructure.

    2. Background

    The Judiciary relies on several partner agencies to provide physical security services, including the installation and management of security technologies. While these partnerships remain essential, the Judiciary has identified opportunities to strengthen internal oversight, improve consistency across facilities, and enhance long term planning for physical security systems. To support these goals, the Judiciary is evaluating options that would centralize governance, technical standards, and provide a strategic direction for physical security technologies. This RFI seeks industry input from organizations experienced in developing and supporting similar program structures.

    3. Objectives

    The agency seeks to understand industry capabilities related to:

    • Designing or reorganizing program teams that oversee physical security systems and networks
    • Developing governance structures, policies, and standard operating procedures
    • Establishing technical standards for PACS, VMS, cameras, sensors, and control room technologies
    • Advising on staffing models, workforce skills, and training requirements
    • Supporting program management, strategic planning, and lifecycle oversight
    • Coordinating with installation vendors and internal stakeholders without performing installation work
