SPECIAL NOTICE

NOTICE OF INTENT TO SOLE SOURCE AWARD FOR PROJECT BLUE MARKET SERVICES SUBSCRIPTION

The Defense Logistics Agency Contracting Services office at Columbus (DCSO -C3) intends to issue a firm fixed price sole source award contract to The Project Blue Group Limited.

Project Blue will provide the requested Market Service reports for the following materials: Aluminium, Antimony, Boron, Chromium, Gallium, Germanium, Indium, Magnesium, Molybdenum, Niobium, Rhenium, Scandium, Silicon, Tantalum, Tin, Titanium, Tungsten, and Vanadium. Award is anticipated to Project Blue. Project Blue is the sole owner of the product and data that is being requested. This will be an online subscription for multiple users.  The period of performance for this contract will be 12 months from the date of contract award.

All responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

This notice of intent is not a request for competitive proposals.  There is no solicitation document.  No Request for Proposals will be issued.  All responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date.  The Government shall not reimburse interested sources for any information provided.  No requests for capability briefings will be honored    However, all information received within fifteen (15) calendar days from the publication of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within the discretion of the Government.
