    Description

    The US Army Corps of Engineers, Wilmington District, is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) for a large-scale construction project (exceeding $35 million) within the Surfy City, North Carolina area. This procurement is for Coastal Storm Risk Management (CSRM) for Surf City, North Carolina. The work consists of furnishing plant, labor, materials, and equipment to perform dredging, transporting, placing and shaping beach fill and performing all pre and post construction beach surveys. Approximately 1 borrow areas is available for the project and located offshore of Topsail Island Beaches at the south end of the island. The Surf City Coastal Storm Risk Management Project consists of placing 6,500,000 CY of Dune and Berm beach fill along approximately 33,300 LF of Surf City Beach. This project shall use either an ocean certified hopper and/or an ocean certified pipeline dredge. The project also consists of extending approximately 40 existing walkover structures in Surf City and the stabilization of approximately 46 to 56 acres of new dune. The solicitation is expected to be available in FY2027. See the attached document with additional details.
