PROLIFERATED WARFIGHTER SPACE ARCHITECTURE TRANCHE 3 TRACKING LAYER (T3TRK)

The Space Development Agency (SDA) is issuing this Other Transaction Authority (OTA) solicitation for a prototyping effort of the Proliferated Warfighter Space Architecture (PWSA) Tranche 3 (T3) Tracking Layer (T3TRK). T3TRK prototyping effort will accelerate the capability to provide global, persistent indications, detection, warning, tracking, and identification of conventional and advanced missile threats, including hypersonic missile systems. The T3 Tracking Layer will also demonstrate a missile defense capability. The T3 Tracking Layer scope includes the procurement and deployment of an anticipated minimum of 54 space vehicles (SVs) with infrared (IR) sensors, in six (6) orbital planes. Additional prototyping of satellites and sensor payloads may also occur under this OT in order to inform requirements and constellation design. The fully deployed Tracking Layer is estimated to include more than 100 SVs in Low Earth Orbit (LEO) across multiple planes.  See the attachments for additional details and instructions on how to request Controlled Unclassified Information (CUI) and classified reference documents associated with the solicitation. 

Please note - the Government will not be posting a Comment Resolution Matrix (CRM) for this solicitation.    

Amendment 1 (4-28-25) -  The program solicitation has been amended.  Specifically, the solicitation document, Attachment 1a - T3TRK Statement of Work, Attachment 3 - T3TRK Resume Template, and Attachment 7 - T3TRK Key Parameter Specifications.  These updated documents replace the previous versions in their entirety.  The amended solicitation body and revised Attachment 3 are provided with this amendment.  The revised versions of Attachments 1a and 7 must be requested by sending an email to the solicitation inbox.  Additionally, a Final Vendor Questions and Answer spreadsheet is available and will be provided with the email request for the revised attachments.
