The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 6, intends to award a Firm Fixed Price Sole-Source contract to Virginia Commonwealth University Health System Authority (VCU/HLA). The justification for this non-competitive solicitation is due to VCU/HLA laboratory already providing similar tests for renal transplant patients at the Richmond VA Medical Center. The NAICS code for this procurement is 621511 Medical Laboratories and size standard $42 Million. Sole source items: The items that will be purchased are testing for heart transplant patients to include CPT coding: 86834, 86835, 81370, 86825, 81382, 81375, 86826, 88240, 86830, 86831, 86832, 86833, and 86830. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES T, and no solicitation will be issued. Market research has determined that this product is highly specialized. The VCU HLA lab is currently providing tests for rental patients, and the heart patients require the same type of testing. Therefore, an 8-month follow-on contract for the continued provision of these highly specialized services would be available only from a single source without causing an unacceptable delay or duplication of cost. No other type of supply will satisfy agency requirements. The Government intends to award the contract, with an effective date on or about January 23, 2026, to Virginia Commonwealth University Health System Authority located at 830 E. Main Street Richmond Virginia 23219-2704. However, interested parties may identify their skill and ability by sending capability statements about this requirement to the Contracting Specialist within six (6) calendar days of this publication by contacting Gordon Burns via e-mail gordon.burns@va.gov .
