    Pre-Solicitation Notice of Intent to Sole Source The Department of Veterans Affairs, Network Contracting Office (NCO) 21, intends to award a sole source Firm Fixed Price purchase order to the Salvation Army (UEI: LF19U9DKFQM6 ) in accordance with Revolutionary Federal Acquisition Regulation Overhaul (RFO) 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The capability statement shall demonstrate the company can provide residential treatment services within San Fransico, CA. Attached is a draft performance work statement that outline s the Government s requirement. The determination not to compete this proposed contract action is solely within the discretion of the Government.  Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement.  The Government will not be responsible for any costs incurred by responding to this notice.
