    Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) March 18, 2026 PRESOLICITATION NOTICE Initial Outfitting Transition and Activation (IOTA) Services for the Lieutenant General Richard J. Seitz Community-Based Outpatient Clinic (CBOC), Junction City, KS. 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal IOTA Services for the new Junction City, KS CBOC. This requirement supports VHA's mission by providing contractor services to help support the activation. This will be a firm-fixed-price contract with an estimated Period of Performance of (32) thirty-two months. The current Primary Care and Mental Health spaces at the Junction City CBOC are inadequate and undersized for the current and projected Veteran workload demand for services. This project addresses space gaps and would enhance Veteran health care services in the Junction City market. As workload for Ambulatory Services and Procedures and Mental Health Services is projected to increase over the next 20 years, this project is essential to ensure Veterans have access to these services in a timely manner. Being housed in a right-sized, PACT-designed, and more accessible facility allows greater optimized VA care delivery, improved Veteran satisfaction, increased team coordination, improved workflows, and improved recruitment and retention for VA staff. This project proposes to lease an approximately 41,716 net usable square foot (NUSF) replacement outpatient clinic in the vicinity of Junction City, Kansas, including 300 parking spaces. The lease will enhance outpatient services by closing space gaps identified in the Strategic Capital Investment Planning (SCIP) process. The new lease will expand the current Primary Care and Mental Health space, improving operational efficiencies and the Veteran experience. The newly leased right-sized, state-of-the-art, energy-efficient health care facility will provide 8 Primary Care PACT teams, Mental Health, Ambulatory Specialty Care, Audiology, Laboratory, Optometry, Physical Therapy, Home-Based Primary Care (HBPC), Tele-Health, Tele-Retinal, and limited Radiology services to the Junction City area. This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must: be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://search.certifications.sba.gov/ for details) and meet the small business size standard for NAICS 541614. The solicitation is anticipated to be posted on Contract Opportunities for download on or about 3 April 2026. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 20 April 2026. Solicitation initial posting date and the closing date are subject to change as necessary.
