    Page 3 of 3 Released pursuant to Federal Acquisition Regulation (FAR) Part 10: Market Research, this is a Request for Information. Purpose: Department of Veterans Affairs Sterile Processing Services In an effort to enhance opportunities for Service Disabled Veteran Owned Small Businesses (SDVOSB) as required by Public Law 109-461, specifically the Veterans First Contracting Program, NCO16 is performing preliminary market research to identify interested, qualified, capable, SDVOSB and VOSB firms possessing the capacity necessary to compete for a VHA procurement opportunity. In case no SDVOSBs or VOSBs possess the capacity, all Small Businesses possessing the necessary capacity are encouraged to provide a response. Results of the preliminary market research will be used to determine the potential future solicitation s set-aside requirement. This source sought notice is issued solely for informational, market research, and planning purposes. It does not constitute an Invitation for Bid (IFB), Request for Quote (RFQ), Request for Proposal, or a promise to issue a subsequent RFQ/IFB/RFP. Currently, no solicitation document exists. Issuance of this notice does not establish any obligation on the part of the Government and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. In addition, respondents are advised that the United States Government is under no obligation to pay for any information or administrative cost incurred in response to this notice. At this time, proprietary information is not being requested. Respondents shall refrain from including proprietary information in responses to this notice. The Department of Veterans Affairs anticipates awarding a one-time, Firm-Fixed Price (FFP) Contract. Scope Summary: The Department of Veterans Affairs, Network Contracting Office 16 (NCO 16) has a requirement for Sterile Processing Services to be performed at the Houston VAMC. The forthcoming solicitation will require a contractor to meet the requirements and to provide the required outcome in terms of overall quality, timeliness, and documentation. The Contractor shall provide Project Management and Medical Supply Technician services to assist VA personnel in supporting minimally invasive surgical (MIS) procedures, reprocessing of MIS-related and all instrumentation for the Main Operating Room, Urology Clinic, ENT Clinic, Speech Pathology, Anesthesia, Cardiology Cath Lab, Pulmonary Bronch Lab, and the Sterile Processing Services (SPS), Michael E. DeBakey VA Medical Center (MEDVAMC), located at 2002 Holcombe Boulevard, Houston, TX 77030. The Contractor will receive the notice of award pending clearance of background investigation on proposed personnel. Contractor's personnel shall not commence work until clearance of background investigation. All work shall be performed in accordance with the Statement of Work, other terms and conditions of this contract. Support is required for an estimated volume of 12,000 cases across all Houston VAMC s locations. The term Case includes each separate minimally invasive procedure performed, including test procedures, repeated procedures, aborted procedures, testing and repair of the product by the vendor and demonstrations by the vendor (if demonstration is an actual clinical use for patient) and the reprocessing of products using High Level Disinfection (HLD), specifically for bronchoscopy and probes. Contractor will work closely with MEDVAMC SPS and BioMed Department to ensure all equipment is maintained in the OR and clinical areas containing equipment in the work areas covered in this agreement (MIS Video equipment).
