    Description

    PRE-SOLICITATION NOTICE FOR PROFESSIONAL DIVE SERVICES
    The Department of the Interior (DOI), U.S. Geological Survey (USGS), California Water Science Center (CWSC) requires professional dive services for the purpose of maintaining, installing, and removing its underwater oceanographic and water monitoring equipment throughout the Sacramento / San Joaquin Delta and San Francisco Bay in northern California. Underwater oceanographic equipment is placed in pre-designated locations which monitor conditions and provide data to USGS. Over time the equipment must be maintained as it may become damaged by underwater debris or high-flows, become outdated, or for whatever reason must be moved or replaced. The purpose of this contract for professional commercial dive services is to address these needs as necessary, and to serve as our eyes for hidden or undetected obstructions which could inhibit equipment operation or possibly destroy our valuable equipment. Maintaining USGS water monitoring stations in the Delta is mission-critical; and continuous and proper operation of this real-time monitoring network is absolutely critical to the ongoing Water Science data collection. The USGS does not have in-house professional trained divers and plans to contract for an outside vendor/contractor that specializes in providing a myriad of diving services and underwater work techniques. Professional dive services will support the work of USGS Hydrologists to monitor and report the overall conditions of California rivers, particularly the California Delta area.

    USGS is contemplating an Indefinite Delivery, Indefinite Quantity Contract (IDIQ) in accordance the procedures of FAR SubPart 13.5 entitled, Simplified Procedures for Certain Commercial Items, and FAR Part 12 entitled, Commercial Items. This notice and any resulting solicitation or contract conform to the requirements in place through FAC 2025-03, effective date January 17, 2025. The anticipated IDIQ will be structured as a firm, fixed price contract with a 5-year period as described in the Federal Acquisition Regulations (FAR) SubPart 16.504, which states that an indefinite-quantity contract provides for an indefinite quantity, within stated limits, of supplies or services during a fixed period. USGS will place orders for individual requirements as task orders. Quantity limits may be stated as number of units or as dollar values.

    All relevant documents will be made available in System for Award Management (www.SAM.gov) around beginning to mid-April as Solicitation 140G0325Q0067 IAW FAR 5.102(a)(1). This will be a 100% small business opportunity with trade-off evaluation method.
