The Department of the Interior (DOI), Bureau of Indian Education (BIE), School Operations, Division of Acquisition Management is seeking sources for potential vendor(s) to provide Special Education Services in Sells, Arizona and Whiteriver, Arizona.

This is not a solicitation announcement and is not to be construed as a commitment by the Government for any purpose other than market research. No reimbursement will be made for any cost associated with providing information in response to this announcement. Any information submitted by respondents to this notice is strictly voluntary.
If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this source sought announcement.

Responses to this sources sought is not a request to be added to a prospective bidders list, to receive a copy of the solicitation or request for any updates. Source sought, solicitation and updates will be posted to SAM.gov.

The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification relative to NAICS code611710 (size standard $24.0 Million).
The statement of work is to provide Special Education Services, staffing and managing six critical positions: 1) School Psychologist, 2) Special Education Teacher, 3) Speech-Language Pathologist (SLP), 4) Occupational Therapist (OT), 5) Physical Therapist (PT), and 6) School Counselor. The intended contract period will be for a base year with the Government's option to extend up to four (4) years.

Interested parties are requested to provide a response to this source sought by submitting the attached Request For Information and e-mailed to the attention of Ms. Felicia Aspaas, Contracting Officer at Felicia.Aspaas@bie.edu. Telephone responses will not be accepted. Responses must be received via e-mail no later than 10:00 a.m. MS 27 February 2026.
Written responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this Sources Sought Synopsis, a solicitation announcement will be published SAM.gov website. Responses to this Sources Sought Synopsis are not considered adequate responses to a future solicitation announcement. All interested offerors will have to respond to the solicitation announcement separately.
