Pre-solicitation Notice of Intent to Sole Source Pre-Solicitation Notice for notice of intent to award a sole source contract. This is not a solicitation. The Veteran s Administration (VA) Office of Research and Development, Regional Procurement Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Flanagan Mindy E, 6240 Northlake Dr., Kansas City, MO 64152 to provide follow-on project support for studies which focus on improving functional limitations of Veterans with mental health disorders or substance use disorders. These services have been provided to this juncture by Dr. Mindy Flanagan. Dr. Flanagan has been included in all necessary Institutional Review Board (IRB), Research and Development (R&D), and other approvals as applicable, and has contributed to both qualitative and quantitative data research methods design and analysis services to the projects. Due to the complexity of the research projects and past work experience of Dr. Flanagan, which includes specific experience in implementation research, mixed-methods research and quality improvement involving healthcare organizations, particularly the Veterans Health Administration, and collaboration within RLR /HSR / CHIC Service and QUERI program, no other vendors are able to provide continuity required to complete these various research projects. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov at https://sam.gov/. The applicable NAICS code is 541720 with a $28 MIL size standard. The PSC is R405. The authority for this action is FAR 6.302.1-1 Only One Responsible source, and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals, however; any responsible source who believes it is capable of meeting the requirement may submit a capability statement and supporting documentation for an equal/better service based on the specifications to the contracting office no later than Tuesday, Feb 10, 2026 (3 PM, EST). The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
