    Description

    This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101 (a) (2) requiring dissemination of information on proposed contract actions. This notice of intent to award a sole-source contract pursuant FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The Overton Brooks Veterans Affairs Medical Center (OBVAMC) in Shreveport, Louisiana, has a requirement to upgrade the existing Hirsch physical access control system (PACS). The contractor shall provide all labor, personnel, equipment, tools, materials, supervision, and other items necessary to upgrade Building 33, 1E and 2AE existing Hirsch PACS to become compatible with OBVAMC’s new Version of PIV card. Contractor will include all components to make the software system fully compatible and functional such as providing and installing 16 migrated readers with keypad, Federal Identity, Credential, and Access Management (FICAM) controller upgrade, and global service VEL Data Base upgrade. The Government intends to award a firm-fixed price contract to Avallone Architectural Specialties, 815 King Place, Shreveport, LA 71115. A determination by the government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. This Notice of Intent is not a request for competitive proposals. This is a written notice to inform the public of the Governments intent to award on a sole source basis. Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government.
