The surgical video journal includes hundreds of surgical procedures across multiple surgical specialties including general surgery, orthopedics, oral and maxillofacial surgery, and ENT (otolaryngology). Program Contracting Activity Central (PCAC) intends to solicit and negotiate a five-year contract with JOMI LLC. to provide digital subscription services to VALNET. These subscriptions include sources such as electronic textbooks and online full text journals. The procurement is being conducted in accordance with the authority of Revolutionary FAR Overhaul (RFO) 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements. No solicitation document is available, and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time indicated in this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
