    This is not a solicitation or request for proposal announcement. This request for information (RFI)/Sources Sought is for market research only and to assist the Office of the Nonproliferation and Disarmament Fund (NDF) in determining technical capabilities of interested parties for minor civil works and terminal infrastructure upgrades at the Rafah Border Crossing in Egypt. The NDF is seeking highly qualified local contractor in Egypt for the minor civil works and terminal infrastructure upgrades located at Rafah Border Crossing.  Contractor must have enhanced local knowledge and expertise that is familiar with the region’s building codes, environmental regulations, and specific challenges, ensuring the project adheres to local laws and regulations. To ensure the project is on track with the schedule and performance, the contractor must have the capability to handle unexpected changes, faster response time, and flexibility to adjust their schedules. 

    KEY CAPABILITIES: 

    1. Demonstrate that contractor is able to work with the Egypt General Intelligence Service (EGIS), in cooperation with the Egyptian Army.  

    2. Demonstrate that the contractor is physically located in Egypt and have a strong local knowledge and expertise that is familiar with the region’s building codes, environmental regulations, and specific challenges, ensuring the project adheres to local laws and regulations.  

    3. Perform site surveys – able to coordinate  with  EGIS and the Egyptian Army to enable access for site visits, including support logistics and transportation, in order to examine the additions to the proposed site at the Rafah Border Crossing without any issues or concerns.   

    4. Demonstrate that the contractor must have the capability to handle unexpected changes, faster response time, and flexibility to adjust their schedules.  

    INSTRUCTION TO RESPONDENTS: Interested parties who desire to participate in this RFI/Sources Sought are encouraged to submit responses that demonstrate they have the CAPABILITIES and qualifications to provide the key capabilities described above. Responses to this RFI shall be submitted in the form of a vendor (or respondent) white paper which the Government will utilize for market research and in preparation of an acquisition strategy. 

    White paper submissions shall demonstrate or describe ideas, concepts, and best practices, and recommendations on how the key capabilities requirement might best be executed by a contractor. The responses should not contain superfluous pictures, charts, and “filler” information about your individual company. White paper shall not exceed 10 pages (including cover page) and is limited to one (1) per vendor. Papers should be submitted with Times New Roman, 12 Point Font, single spaced with 1-inch margins and single page. 

    Please note that prospective contractors must be registered in the System for Award Management (SAM) database to be awarded a DOS contract

    The Government is not seeking proposals at this time and will not accept unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this Sources Sought or the site visit. All costs associated with responding to this Sources Sought are solely at the expense of the interested vendor. Not responding to this Sources Sought does not preclude participation in any future request for proposal (RFP), if any is issued. Any information submitted by respondents to this Sources Sought is strictly voluntary. All responses to this Sources Sought will remain in the possession of the Government and will not be returned.
