Combined / Synopis Solicitation

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued separately.

2. Solicitation FA558725Q0037 is issued as a Request for Quote (RFQ). This solicitation and incorporated provisions and clauses are those in effect through FAR, DFARS, and Federal Acquisition Circular 2025-04

3. The North American Industry Size Classification System (NAICS) code associated with this requirement is 611710; however, due to the overseas location of this solicitation, no set-aside will be used.

Description of Services

The 100th Force Support Squadron, Force Development Flight, Education and Training Section (ETS) at RAF Mildenhall requires non-personal services support for the administration of the DAF voluntary education program. The Contractor shall perform test proctoring and perform administrative tasks. This contract directly supports Air Force initiatives to promote professional development and educational attainment. The Contractor shall provide non-personal services, to include all personnel, tools, supervision, and other items and services necessary to ensure the effective administration of testing programs and academic advisement services at RAF Mildenhall. The Contractor shall perform services in adherence to the requirements of this Performance Work Statement (PWS). The Contractor shall comply with applicable federal, regional, and local laws and commercial standards.

Notice to Offerors:

Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
