AMENDMENT 0006 (July 29, 2026):

The purpose of this amendment is to (1) Formally update technical specifications in the Statement of Work (SOW) and Task Order Request for Proposals (TORFP) for CLIN 00200; and
(2) Incorporate official Responses to Requests for Information (RFIs) 23-24, and clarify Periods of Performance and invoicing procedures for CLIN 00400 and CLIN 00500.

AMENDMENT 0005 (July 23, 2026):

(2) Issue official Government responses to Phase II Vendor Questions & Answers (RFIs 1 through 22).

POSTING (June 17, 2026):

This Request for Proposals (RFP) is for a multi-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle conducted under full and open competition. These contracts provide for commercial rail products and services including but not limited to manufacture and refurbishment of locomotives, freight cars, railcar movers, and associated rolling stock; preventive maintenance and inspection services; corrective repair and overhaul; engineering diagnostics and technical support; and emergency repair services as described in accordance with Section C, Statement of Work.
