The Navy is not obligated to and will not pay for any information received from potential sources as a result of this notice.
This BOA will be in support of the Recovery Assist, Secure and Traverse (RAST) program. The Ordering Activity will issue individual Delivery Orders (DOs) against this BOA for System Repair; System Upgrade; System Upgrade Kit; System Change Kit; Technical Data; Technical Studies; Installation and Checkout (INCO) Spares; Testing; Technical Services; Engineering Services; Refurbishment Services; Hardware and Software; New Class Design Proposals; Engineering Change Proposals and Training. The contractor will provide all components; assemblies; integrations of all systems and subsystems; system level testing; and delivery of Recovery systems and equipment, as identified in the Government Furnished Information engineering drawings and Bill of Materials.
The Government intends to procure the above items under the authority of 10 USC 2304 (c)(1), FAR 6.302-1. This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this request for information in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government.
