In accordance with FAR 6.302-1, DLA Energy intends to award a Sole-Sourced Firm Fixed Price Contract to Oil Price Information Service (OPIS). This award is for a subscription/publication that provides DLA Energy access to OPIS Time Series - Rack – Subscription, OPIS Wholesale Rack Report (as reported, to include and/or exclude carbon compliance costs, where applicable), OPIS Jet Contract Report, OPIS West Coast Spot Report, OPIS All Alerts, OPIS East of the Rockies Spot Report, OPIS EBIS Newsletter with OPIS Biofuels Alerts, and OPIS Time Series. The delivery period will be for a twelve-month period (07/01/2025 - 06/30/2026). This notice of intent is not a request for proposals or quotations, however, any challenges to this sole-source subscription renewal must be received in writing and sent to dlaea.bps@dla.mil to be considered by the Government for the purpose of determining whether or not to complete the requirement. Challenges must include information sufficient to enable the Government to make a determination that an equivalent service exists, which would meet the Government’s needs as stated herein. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government.
