    INTRODUCTION: The Regional Contract Office (RCO) Bavaria located at Grafenwoehr, Germany is issuing this Sources Sought Notice - Request for Information to improve market capabilities and identify potential qualified vendors capable of supporting the requirement for United States Army Garrison (USAG) Ansbach and USAG Bavaria General Construction Multiple Award Task Order Contract (MATOC) for Sustainment, Repair, and Modernization (SRM) and other general services for Directorate of Public Works (DPW) requirements. The intention is to procure these construction services on a competitive basis. All interested and qualified businesses are encouraged to respond to this notice in accordance with instructions addressed herein. BACKGROUND AND OBJECTIVES: USAG Ansbach and USAG Bavaria report to Installation Management Command-Europe and directly support 7th Army Training Command and other U.S. Army units, Soldiers, Family members, and Department of the Army Civilians. The MATOC will support DPW operations at USAG Ansbach, covering nine kasernes (Katterbach, Bismarck, Shipton, Urlas, Barton, Bleidorn, Storck Barracks at Illeshiem, Oberdachstetten, and Franken Kaserne), and at USAG Bavaria, covering Tower Barracks, Rose Barracks, and Hohenfels. The estimated period of performance consists of five (5) ordering periods with performance commencing in September 2026. Specifics regarding the number of ordering periods will be provided in the solicitation. The contract type is anticipated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Firm Fixed Price (FFP) Task Orders. The Level of Effort for five (5) years, the estimated combined total contract price is $121.71M. The Government will evaluate market information to ascertain potential market capacity to: 1) provide construction services consistently, in scope and scale, with those described in this notice and otherwise anticipated. 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements. 3) implement a successful project management plan that includes compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance-based service acquisition contract. SRM and repair services are identified in the Annual Work Plan (AWP), Facility Investment Plan (FIP), or European Deterrence Initiative (EDI) lists. Work may encompass a wide range of construction and trade areas, to include but not limited to: general carpentry, plumbing, heating, ventilation, and air conditioning (HVAC) systems, fire suppression systems, electrical systems, utility distribution systems, concrete construction, stormwater systems, concrete masonry unit (CMU) construction, painting, roof repair, demolition, steel construction. The trades listed are representative examples and do not limit the full scope of construction services that may be required under this MATOC. Contractors will be responsible for providing complete project execution, including planning and design, manpower, tools, equipment, and disposal. Project-specific specifications and requirements will be provided with each task order.
