REHABILITATION OF BATHROOMS AT U.S. COAST GUARD STATION DAUPHIN ISLAND, AL

This is a combined synopsis/solicitation for construction services prepared in accordance with the format in FAR Part 36, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and no other written solicitation will be issued.

Instructions to quoters, evaluation criteria, and all applicable FAR Provisions and Clauses are attached.

The solicitation number is 70Z02926QNEWO0000001 and is issued as a Request for Quotation (RFQ).

Federal Acquisition Regulation (FAR) Clauses and Department of Labor Wage Rates for Construction are included in this solicitation and are applicable.

Where Federal Acquisition Regulation clause language is inconsistent with FAR Part 36, Legal Effect of Quotations, that language is hereby tailored in accordance with FAR Part 36 to be consistent with a request for quotations. This tailoring includes but is not limited to the following: In accordance with FAR Part 36, a quotation is not an offer, and any clause provision to the contrary is hereby modified to be consistent with FAR Part 36. Where the word "offer/offeror" or a derivative of that word appears, it is changed to "quote/quoter" or a derivative of that word.

This is a small business set aside. The applicable NAICS code is 236220 and PSC code is Z2AA.

This solicitation will result in a Firm-Fixed Price Construction Contract. Award will be based on the lowest price technically acceptable. The evaluation factors are:

Project Description:
The United States Coast Guard is seeking quotations from qualified contractors for the complete demolition and renovation of five Unaccompanied Personnel Housing (UPH) bathrooms at U.S. Coast Guard Station Dauphin Island, 251 Aquarium Dr., Dauphin Island, AL 36528. The contractor shall provide all supervision, labor, tools, and materials for the full gutting of each bathroom, installation of new plumbing and electrical systems, shower pans, tile, drywall, vanities, toilets, light fixtures, mirrors, sliding glass shower doors, paint, and baseboards. The contractor is responsible for site safety, security, daily cleanup, environmental compliance, and proper waste disposal. All work must comply with applicable federal, state, and local regulations and be performed in coordination with the Contracting Officer’s Representative (COR). Site visits are required prior to submitting a quote and must be scheduled with the designated point of contact. The total contract performance period is 60 calendar days. Quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
