The United States Department of the Naval Medical Research Command (NMRC) intends to award a sole source contract to, OEM Environmental Tectonics Corporation (ETC), Southampton, PA, 18966-3877 . This requirement is for authorized approved vendors to perform services for brand name equipment. This notice is not a request for competitive proposals however If interested Government shall consider all responses.
The requirement is for a base plus 4 option years remote technical support services for the Disorientation Research Device (DRD), Navy Medicine’s most unique and expensive research system. The DRD must be 100% available and functioning perfectly to operate and ultimately collect data for this world-class research capability. ETC will provide up to 40 hours of technical assistance by an ETC subject matter expert (SME) on an annual basis. These hours must be used within the stated annual period and cannot be rolled over into additional years. This technical assistance is in relation to the hardware, electrical systems, software programs, databases, technical data and documentation provided as part of the Disorientation Research Device located at the Naval Medical Research Unit Dayton, Ohio, provided by ETC under a separate contract (# N00189-09-C-Z025). Proprietary data is subject to the terms of the original equipment purchase contract. ETC will attempt to respond to technical assistance requests within twenty four (24) hours of the request. However, technical assistance is subject to the availability of qualified personnel and will be provided on mutually agreed dates and times. Additionally, technical assistance will be provided from ETC headquarters in Southampton, PA or other locations as designated by ETC. Any travel, if required, would be quoted separately. Technical assistance requests should be made through the ILS division which is available Monday through Friday 8:00AM to 5:00PM EST via the contact data provided above. Technical assistance may take the form of email correspondence, the provision of data (electronically), telephone support, or any other form deemed necessary by ETC to provide the necessary support. NMRC requires that all contractors doing business with the Acquisition Office must be registered with the Systems for Award Management (SAM).
