    Description

    This is an amendment to a previously synopsized requirement for the National Park Service, Lassen Volcanic National Park (LAVO) remove and replace solar panels.

    The purpose of this Amendment no. 0001 is to provide all interested parties with Questions and Answers pertaining to the Statement of Work in the solicitation and to extend the response date.

    The response date is changed from 9/5/25 to 9/9/25. Quotes are due by 4pm (PDT) on Tuesday, September 9, 2025 to be submitted electronically by email to Phaedra_Fuller@nps.gov. Refer to Attachment 1, Section III (C) (g) for full details of what to include in quote.

    The seven (7) Questions & Answers (Q&A) is as follows:

    QUESTION 1: Are there any available drawings or details of the existing solar system (e.g., panel specifications or mounting details) that can be shared? ANSWER: No.

    QUESTION 2: Does the park need all the solar panels that are being removed disposed of or recycled by the awarded contractor? ANSWER: Yes, contractor is responsible for disposal.

    QUESTION 3: The solicitation noted that the park is unable to show production values anymore, are we wanting this to be restored? ANSWER: Yes. NPS has an obligation to report on solar production and carbon footprint offsets.

    QUESTION 4: What is the License Requirement for this contract, A, B, or C-10? ANSWER: In California, an A license requires an engineering degree. The B license is a general building contractor's license. The general contractor normally subcontracts different trades in a single project. The general contractor is discouraged by the state from contracting single-trade projects and doing the work himself. If there is more than one trade involved in the project (as is usually the case), the general can legally do the work himself. The C10 is a specialty license which enables a contractor to do electrical work. A specialty contractor can contract projects in which the majority of the work is in the specialty to the person the license is issued to. They're allowed to do minor work in other trades which may be required to finish the job (i.e., drywall repairs after running new wires inside a wall). For the purpose of this solicitation and subsequent contract award, as federal entity, any of these classifications will fulfill our requirements to use a licensed contractor for the work. There's also a D classification for work that is even more specialized than the C series, but NPS doesn¿t believe that would apply to this solicitation/contract award.

    QUESTION 5: You're just requesting that the new panels be mounted on existing supports (framework?) ANSWER: Yes. The frame is structurally sound, the NPS has visually inspected connection points and no signs of stress were noted when viewing the framing from the interior of the building (23).

    QUESTION 6: What is the wattage for each existing solar panel? ANSWER: 165w.

    QUESTION 7: Since the new panels will be larger than the originals and we are expected to use the existing racking, do you happen to know the size specifications and dimensions of the racking? ANSWER: For the rails that support the panels, there are four sets of two. Each set has 30 inches between the top and bottom rails. The total span is approximately 87 feet long.
