This price shall include all labor, equipment, all insurances, overhead and profit. A detailed description of this requirement can be found in the next screen, section Attachments/Links A site visit for the interested vendors might be scheduled, if required. The U.S. Government intends to award a contract to a responsible company submitting an acceptable offer with the best overall value. We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
