    (i) Description of the supplies or services required
    The project entails the renovation of High-Water Reservoir Nr. 2 (Building #8444) at the Baumholder Military Community. Full details of the project are included in the attached Statement of Work (SOW) and affiliated attachments (1-5).

    (ii) Statement of intent to use the two-step method
    This solicitation and resulting contract are utilizing a Two-Step Sealed Bidding procurement method as described in RFO Part 14.211. Step One is a request for technical proposals only, and offerors determined to be acceptable will be notified of Step Two via receipt of the Invitation for Bid (IFB) solicitation document.

    (iii) Requirements of the technical proposal

    The technical proposal must include at least the following:

    • Set up so that no additional explanations and information are required.
    • Indication of the applied German Institute for Standardization, or Deutsches Institut für Normung (DINs), Regulations and Standards.
    • Sketches/Drawings, if necessary.
    • Submitted in English.
    • Provided in electronic PDF format.
    • Provide all information/documents requested in the technical evaluation criteria.

    (iv) Evaluation criteria, including all factors and any significant subfactors
    Proposals will be evaluated to be "Acceptable", "Reasonably susceptible of being made acceptable", or "Unacceptable" based on the following technical criteria:

    • FACTOR 1: Offerors shall show method of accomplishment and materials to be used. Offerors must submit a copy of specifications and materials proposed, describing how the project will be accomplished as required by the SOW. Proposed materials and methods must meet or exceed minimum applicable DIN standards.
    • FACTOR 2: Offerors shall provide a Progress Schedule outlining the plan to meet the 270 calendar day delivery time for all specification requirements, including the timeframe for deliverables, materials possession, preparation, mobilization dates, and planned sequence of work.
    • FACTOR 3: Offerors shall provide documentation, specifically one copy of their Certificates for doing business in Germany, authorizing the firm to conduct business in Germany.

    (v) Statement regarding prices or pricing information
    The submission requirements of Step One, Request for Technical Proposal, shall not include any prices or pricing information. Technical Proposals MUST NOT include prices.

    (vi) Date and hour by which the technical proposal must be received
    05 August 2026 at 17:00 Central European Summer Time (CEST). This date is subject to change at the time of solicitation.

    (vii) Statement regarding the second step
    (A) In Step Two, only bids based upon technical proposals determined to be acceptable, either initially or because of discussions from Step One, will be considered for award.
    (B) Each bid in Step Two must be based on the bidder's own technical proposal that was submitted, evaluated, and determined to be acceptable in Step One.

    (viii) Statement regarding acceptability and further information
    (A) Bidders should submit technical proposals that are acceptable without additional explanation or information.
    (B) The Government may make a final determination regarding a technical proposal's acceptability solely on the basis as submitted.
    (C) The Government may proceed with the second step without requesting further information from any bidder; however, the Government may request additional information from bidders of bids that it considers "reasonably susceptible of being made acceptable" and may discuss bids with their bidders.

    (ix) Statement regarding notice of unacceptability
    If the Government finds a technical proposal unacceptable during evaluations, a notice of unacceptability will be forwarded to the offeror upon completion of the technical evaluation.

    (x) Statement regarding multiple technical proposals
    Bidders are welcome and encouraged to submit multiple technical proposals presenting different basic approaches. Each technical proposal submitted will be separately evaluated, and the submitter will be notified as to its acceptability.
