    Description

    ****This was previously pre-solicited under W50S7T25BA001.  Due to program errors, this is now being solicited under solicitation notice ID, W50S7T25BA002.  Contact the POC listed for any additional questions.  This solicitation should be posted by the end of the day 2 July 2025.****

    The 182 Airlift Wing, Peoria, IL intends to issue an Invitation for Bid (IFB) to award a single, firm fixed-price (FFP) contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Project Number: 060316, Repair Airfield Pavements located at the 182 Airlift Wing, Peoria, IL. Work of this contract comprises of providing all materials, tools, equipment, supervision and labor necessary to:

    CLIN0001 Base Bid – Relocate and Replace Existing Fire Hydrants, 1 Job.  CLIN0002 Base Bid –Construct 25’ Asphalt Cement Concrete (ACC) Shoulder – Taxiway A5, 1 Job.   CLIN0003 Base Bid – Construction 25’ ACC Shoulder – Around Existing Portland Cement Concrete (PCC) Apron – North Side. 1 Job. CLIN0004 Base Bid –Construct 25’ ACC Shoulder – Around Existing PCC Apron – West Side. 1 Job. CLIN0005 Option 1 - Repair ACC Shoulder Surrounding Taxiway M. 1 Job. CLIN0006 Option 2 - Shoulder Edge Repair ACC AGE Cantonment Area. 1 Job. CLIN0007 Option 3 – Apron & Taxiways Phase I PCC Repairs. 1 Job.  CLIN0008 Option 4 - Apron & Taxiway Phase 2 PCC Repairs. 1 Job. CLIN0009 – Option 5 - Apron & Taxiway Repairs Phase 3 PCC Repairs. 1 Job.

    The contract duration is 365 calendar days after issuance of the Notice to Proceed (NTP). This project is set aside 100% for small businesses. The North American Industry Classification (NAICS) Code is 2373100, with a size standard of $45.0 million average annual revenue for the previous three (3) years. The magnitude of this construction project is anticipated to be between $1,000,000 and $5,000,000 in accordance with FAR 36.204.

    The tentative date for issuing the solicitation is to be determined. The tentative date for the pre-bid conference has been post-poned until the solicitation is posted, but will be announced at a later date at the 182 Airlift Wing, Supply Building #728, Room 18 Classroom, Illinois Air National Guard Base, Peoria, IL. There will be a site visit after the pre-bid conference.  Interested contractors are encouraged to attend the pre-bid conference and should register in accordance with the requirements to be provided in the upcoming solicitation for clearance to the facility. A site visit will follow each pre-bid conference. Directions and instructions for entering the base will be provided in the solicitation package. Actual dates and times will be identified in the solicitation. THIS NOTICE IS NOT A SOLICITATION.     The bid opening date is scheduled for on- or about 01 August 2025. Actual dates and times will be identified in the solicitation. 

    The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.
    Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements.

Reference the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on www.sam.gov.  Bidders/offerors who have registered with www.sam.gov  must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the www.sam.gov home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening.
