    Description

    USCG - CEU Miami is conducting market research to identify eligible 8(a) firms capable of providing the Pier Repair at USCG MSD St Thomas, USVI (PNUM 32006425). This Sources Sought Notice is for informational and planning purposes only and does not constitute a solicitation or a commitment by the Government.

    Purpose: The purpose of this notice is to determine if there are qualified 8(a) firms interested and capable of fulfilling the requirement described below. The Government intends to use this information to determine the feasibility of an 8(a) sole source acquisition.

    Requirement: The work includes furnishing all labor, tools, equipment and materials for station improvement at the United States Coast Guard Marine Safety Detachment (MSD), St. Thomas, Virgin Islands, as specified herein and/or shown on the enclosures. Follow manufacturer’s installation instructions and recognized industry practices and publications. Provide fixtures, material and equipment manufactured in the United States of America. Ensure compliance with all federal, territory, and local hurricane wind load requirements and provide all required permits to complete the work. 

    • Repairing pier and damaged wood bridge, to include replacing supports, installing water utilities, installing dock fenders, and replacing rusted cleats.
      • Install permanent water utilities.
      • Install two additional light fixture poles to replaced damaged light poles.
      • Replace and install dock fenders.
        • Replace 200 feet of existing dock fenders with extruded rubber dock fenders on the north side of the outer pier.
        • Install 30 feet of extruded rubber dock fenders on the west end of the outer pier.
        • Install 210 feet of extruded rubber dock fenders along the south face of the outer pier.
      • Replace or repair dock metal cleats.
        • Replace three 12-inch metal cleats and paint new cleats with rust resistant sealant and paint with high-grade marine paint.
        • Replace the set of mounting hardware for a 24-inch metal cleat. Clean and coat existing cleat with rust converter/sealant paint and high-grade marine paint.
        • Replace mounting hardware sets on five 36-inch cleats. Clean and coat all five cleats with rust converter/sealant and paint with high-grade marine paint.
      • Repair damaged to outer pier.
        • Repair 225 square feet (SF) of spalled concrete pile caps and treat with rust inhibitor.
        • Install 25 200# aluminum anodes on the existing steel sheet piles seven feet below low waterline.
        • Fill 5 cubic feet (CF) of cracks on pier surface with concrete filler.
      • Replace existing damaged wood bridge with a structural plastic lumber bridge.
        • Replace 25 existing 20-foot wood stringers with four inches by 12 inches structural grade plastic lumber.
        • Replace 475 SF of timber decking with two inches by four inches marine composite plastic decking lumber.
        • Replace up to 50 steel stringer brackets.
        • Repair a total of 60 SF corrosion spalling in the approach pier and the outer pier concrete seats/abutments. Treat with rust inhibitor.
      • Repair Damage to approach pier.
        • Install 350 CF of stone to match historic stone pattern on the approach pier.
        • Re-grout 1,500 SF between stones on deck and side wall to match historic stone pattern on the approach pier.
    • Replace electrical shore tie at pier.
      • Remove existing temporary shore tie and conduit lines.
      • Install new shore tie, run conduit lines along side of pier. Tie to existing breaker by pier.
    • Repair bulkhead:
      • Install 300 CF of stone on south seawall to match historic stone pattern.
      • Install 4,000 CF of concrete shore protection.
    • Bid, Payment, and Performance Bonds are REQUIRED.

    • Relevant experience and capabilities related to the requirement
    • Past performance information (if available)
    • Any additional information demonstrating capability to perform the requirement
