    DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue Request for Proposal (RFP) W912QR25RA056 for the replacement of deteriorating taxiway and apron pavements at Scott Air Force Base (SAFB). Portions of Taxiway F, G, and R will be demolished, reconstructed, and realigned. The total concrete/asphalt placement/replacement is approximately 650k sqft. The new airfield pavements will mostly consist of full depth concrete, with small sections of full depth asphalt pavement use to transition to the existing asphalt pavement sections. The work also includes stormwater drainage modifications surrounding the affected taxiways. Underdrains will be added to the taxiways that are being reconstructed. New storm lines will be added in the areas where pavements are replaced. New pipes will connect to the existing system. The work also includes airfield lighting and signage.

    The Contract Duration is estimated at seven hundred twenty (720) calendar days from Contract Notice to Proceed. The actual Period of Performance will be identified in the solicitation.

    TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract.  The North American Industrial Classification System Code (NAICS) for this effort is 237310 - Highway, Street, and Bridge Construction.

    TYPE OF SET-ASIDE: This acquisition will be a 100% total Small Business set-aside competitive procurement.


    SELECTION PROCESS: The proposals will be evaluated using a Single-Phase Best Value Tradeoff source selection.


    CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000 in accordance with DFARS 236.204.


    ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 15 September 2025 and approximate closing date on or about 15 October 2025. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details can be found in the solicitation when it is posted.

    PRE-PROPOSAL CONFERENCE:  A pre-proposal conference will not be held following the issuance of the solicitation.  Site visit information will be included in the solicitation.


    SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
