    Enclosed is a Request for Proposal (RFP) for the replacement of the TX1/TX2 transformer breaker located in the Main Distribution Board (MDB) Room at the U.S. Embassy Singapore. If you would like to submit a proposal, follow the instructions in Section J of the solicitation, complete the required portions of the attached document, and submit it in accordance with those instructions. The U.S. Government intends to award a firm-fixed priced contract to the responsible offeror submitting the lowest-priced, technically acceptable (LPTA) proposal. The Government intends to award a contract based on initial proposals, without holding discussions, although we may hold discussions with offerors if it is determined to be in the Government’s interest. Please pay attention to a crucial requirement outlined in the DOSAR 652.242-73. This requirement mandates that all vendors possess the necessary licenses and permits to conduct business in Singapore. It is essential to ensure compliance with all Singaporean regulations and legal requirements to operate successfully in the country. Specifically, the Singaporean tax authorities expect businesses to obtain a tax identification number and fulfill tax obligations. Offerors are responsible for reviewing all local laws prior to submitting a proposal. Submit your electronic proposals with the subject “RFP 19SN1026R0003 - Replacement of TX1/TX2 Transformer Breaker” to SGProcurementRFQ@state.gov by February 23, 2026, at 16:30 local time. No proposals will be accepted after this time. Proposals must be in English. Incomplete proposals may be rejected. The submission should be in MS Word 2007/2010, MS Excel 2007/2010, or Adobe Acrobat (PDF) format not exceeding 30MB per e-mail. If necessary, split larger files and send them in separate emails, each under 30MB. Each proposal should consist of two (2) volumes, as noted in Section J of the solicitation. All questions regarding this solicitation must be submitted in writing to SGProcurementRFQ@state.gov by January 29, 2026, at 13:00 hours SGT. To be considered, your quotation must include: 1. SF-1442 2. Section A, Pricing 3. Section L Representations and Certifications 4. Additional information as required in Section J 5. Proof of SAM Registration Offerors shall be registered in the System for Award Management (SAM) database at https://www.sam.gov prior to submittal of their proposal in accordance with FAR 4.1102. Failure to be registered at time of proposal submission may render the offeror ineligible for award. Therefore, offerors are strongly encouraged to register immediately if they intend to submit a proposal.
