CHANGE 1 JULY 2026:

The purpose of this amendment is to post the Brand Name justification that was supposed to have been posted with the solicitation. Due to posting requirements of the justification, the solicitation is extended until 1 August 2026 at 11:00 AM EDT. Questions and answers CAO 1 July 2026 are also posted. All other terms and conditions remain unchanged. 

CHANGE 25 JUNE 2026:

The purpose of this amendment is to incorporate Addendum 1 as an attachment to the Description of Requirement (DOR), which increases some quantities and clarifies other requirements. Addendum 1 is considered to be part of the total DOR for this requirement, and its effect is the same. All other terms and conditions remain unchanged. 

Questions and Answers as of 25 June 2026 are posted. This amendment also extends the solicitation close date to 15 July 2026 at 11:00 AM EDT.

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR RFO Subpart 12.2, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and no other solicitation will be issued.

QUOTE VALIDITY: The Government requests quotes to be valid through 30 September 2026.

Requirement Description: This is a requirement for the purchase and installation of an Onity Trillium Lock system upgrade at the Alpena Combat Readiness Training Center (CRTC), Michigan. This is a brand-name-only requirement.

Set-Aside: This acquisition is Full and Open Competition. The small business set-aside has been dissolved.

Delivery and Acceptance: Delivery, installation, and acceptance shall be at Alpena CRTC, 5884 A Street, Alpena, MI 49707.

SITE VISIT: An organized site visit will be conducted on 16 June 2026 at 10:00 AM Local time. All interested vendors are encouraged to attend the site visit. No other site visit will be conducted. Attached to this notice is an Entry & Access List (EAL) Form. This must be filled out and submitted to the Contracting Officer NOT LATER THAN 10 days before the site visit.
