Request for Information (RFI):

Upgrade/New Closed-Circuit Television and Card Access System Services

PURPOSE OF THIS RFI:

This Request for Information (RFI) is issued for information-gathering purposes only and does not constitute a commitment to purchase or issue a solicitation.

Portland Area Indian Health Services is seeking information from qualified vendors regarding the provision of installation services, software, licensing, warranty, on-site training, support services, and maintenance for Upgrade/New Closed-Circuit Television (CCTV) systems and Card Access Systems (CAS).

The purpose of this RFI is to:

• Gather details on available solutions and capabilities
• Understand technical specifications and system requirements
• Review pricing structures and implementation approaches
• Assess vendor experience and qualifications

Solicit vendor feedback on the draft Performance Work Statement (PWS)

Identify potential challenges, constraints, or considerations in the requirements

This information will assist Portland Area Indian Health Services in the development of a potential future solicitation.

PROJECT OVERVIEW:

Portland Area Indian Health Services requires CCTV security enhancements and Card Access System upgrades at two facilities:

Yakama Service Unit and Fort Hall Service Unit Pharmacy Department

Modern CCTV and CAS systems are required to:

• Meet IHS Pharmacy Security regulations per the Indian Health Manual (IHM)
• Improve facility monitoring capabilities
• Enhance incident response procedures
• Strengthen overall security posture

A draft Performance Work Statement (PWS) is attached, identifying the scope of work and technical requirements for which we are requesting information and feedback.

Recommendations for alternative approaches or industry best practices

Potential challenges in meeting stated timelines or technical requirements

Questions requiring clarification before a formal solicitation

Product Information: Brochures, datasheets, and/or technical specifications for proposed solutions

Recommendations: Additional suggestions for system upgrades, integrations, or enhancements that would improve security effectiveness or operational efficiency

Company Qualifications: Brief overview of relevant experience with similar projects, particularly in healthcare, government, or tribal facilities
