    Description

The Department of Human Services (HHS), Office of Mission Acquisition Solutions (OMAS) requests feedback from qualified industry and public stakeholders as part of its ongoing market research into artificial intelligence (AI) uses and features.

This draft SOO is informed by HHS market research on advanced AI provider capabilities and by public Federal policy references. The final solicitation, if issued, may include separate instructions, evaluation criteria, provisions, clauses, attachments, and security/privacy documentation.

    Requested Information:

HHS seeks feedback from industry on the attached Statement of Objectives (SOO). Interested parties are invited to submit a response by the date specified in this notice to the posted point(s) of contact, with the subject line "7571TE26Q00036_RFI." Recommended contract structures (clarity/understanding of draft notional Contract Line Item/CLIN concept– Section 6, line definitions and corresponding scope), option structures, quantity-expansion approaches, enterprise licensing approaches, and transition strategies that may inform future HHS enterprise BPA, ELA, and related acquisition vehicles.
    3. Any assumptions, requirements, constraints, definitions, objectives, contract structures, security approaches, commercial models, implementation approaches, or other elements contained in this Draft SOO that may unintentionally limit innovation, competition, commercial parity, deployment flexibility, enterprise scalability, or Government value.
    4. Recommendations for alternative approaches where the objectives described in this Draft SOO may be achieved more effectively, efficiently, securely, rapidly, or economically.
