    REQUEST FOR INFORMATION - HUMAN RIGHTS INITIATIVE (HRI) SECRETARIAT SERVICES NOT A REQUEST FOR PROPOSAL 1. Description. Regional Contracting Office Miami in support of USSOUTHCOM is seeking information on interested Contractors that can meet the requirements of the attached Specific Tasks. 2. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ). This request for information does not commit the Government to contract for any supply or service whatsoever. Further, this Army Agency (RCO Miami) is not at this time seeking quotes and will not accept any unsolicited quotes/proposals. Contractors are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Responses will not be used for evaluation in any resultant solicitation for this requirement. Participation is strictly voluntary. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP). If a solicitation is released, it will be synopsized on SAM.Gov website. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. 3. Background. THIS IS A FOLLOW-ON REQUIREMENT FOR HRI SERVICES IN LATIN AMERICA. The United States Southern Command (USSOUTHCOM) has a requirement for non-personal services consisting of establishing and running the HRI Secretariat office. Services include: promoting HRI in the AOR; supporting and advising on HRI execution; providing HRI support to military and security forces in the AOR; maintaining an HRI Web Page; providing academic and other types of HRI support; and providing specified written reports to the Contracting Officer Representative (COR). The required period of performance for the proposed contract is anticipated one base 12-month year plus four 12 month option periods. The anticipated NAICS is 813311. ACC is seeking the following information: a. Potential Respondents shall describe how they would propose to successfully perform attached PWS, assuming that all services provided by the Respondent would be accomplished in accordance with all applicable U.S. laws, regulations, policies, and procedures. b. Currently, 100% of the services performed are OCONUS in Latin American countries with limited conferences/meetings occurring CONUS. Can the Potential Respondent perform 100% of the service OCONUS. c. Potential Respondents shall discuss any current and/or previous OCONUS services as it pertains to NAICS 813311. 5. Responses. Interested parties are requested to respond to this RFI with a capabilities white paper. White papers: white papers shall provide administrative information, and shall include the following as a minimum: - Name, mailing address, phone number, and e-mail of designated point of contact. - CAGE Code - Business types certification(s) such as: Large, Small, SDB, 8a, HubZone, SDVOB, etc.. - Security clearance of the Offeror - Limited to no more than 10 pages, explaining Offeror's capability to meet requirements within the Specific Tasks and questions pertaining to this RFI. (RFI) ONLY: This RFI is to identify sources that can provide HRI support. The information provided in the RFI is subject to change and is not binding on the Government. RCO Miami has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
