    Request for Information (RFI) - Global Communications Backhaul Solution

    1. Introduction

    Space Rapid Capability Office is seeking information and pricing for a robust and redundant communications backhaul solution connected to Schriever Space Force Base, Colorado United States. This RFI outlines our key requirements and invites qualified telecommunications providers to submit their proposed solutions.

    2. Network (Government or Vendor’s Private Fiber Network) Requirements

    • Bandwidth: 2Gbps symmetrical (2Gbps upload and 2Gbps download) for each location.
    • Latency: Lowest possible latency, capable for WAN transports utilizing Satellite Communications (SATCOM).
    • Redundancy: Fully redundant solution with automatic failover to ensure continuous connectivity. Diverse routing (different submarine cables, terrestrial paths, or a combination of fiber and satellite) is highly preferred. Type-1 encryption solutions for dual-redundant communications.

      • Data encryption in transit and at rest.
      • Type-1 Encryption.

      • Uploading and installing software patches, applying Security Technical Implementation Guides (STIGs) and version updates through the long haul (WAN) network.

      • National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 Security and Privacy Controls for Information Systems and Organizations.
      • NIST SP 800-37 Risk Management Framework (RMF) for Information Systems and Organizations: A System Life Cycle Approach for Security and Privacy.

    3. Service Level Agreements (SLAs)

    The selected provider must commit to stringent SLAs covering the following:

    • Uptime: Minimum 99.99% network availability.
    • Latency: Guaranteed maximum latency for each location.
    • Packet Loss: Maximum acceptable packet loss rate.
    • Jitter: Maximum jitter (latency variation) allowed.
    • Support: 24/7/365 technical support with guaranteed response times for different severity levels.

    4. Pricing and Contractual Requirements

    • Please provide a detailed cost breakdown for the proposed solution, including:
      • Installation costs (if applicable).
      • Monthly recurring costs.
      • Bandwidth upgrade options and pricing.
      • Any additional fees (e.g., maintenance, support).

    5. Provider Information

    • Company overview and experience in providing global communication solutions.
