REQUEST FOR INFORMATION (RFI) - U.S. COAST GUARD (USCG) - HUMAN RESOURCES INFORMATION TECHNOLOGY (HRIT)

Request for Information (RFI) 

This announcement constitutes a Request for Information (RFI). This is not a solicitation for proposals, and no contract will be awarded from this sources sought notice. Submission of information in response to this request is voluntary; the Government will not reimburse any costs incurred for responding, nor is it obligated to provide feedback. All submissions become the property of the Government and will not be returned.

The United States Coast Guard (USCG) is issuing this request for information (RFI) for market research purposes to identify Human Resources Information Technology (HRIT) strategies, implementation approaches, and capabilities for a modernization of our HRIT application portfolio and to meet emerging mission needs. Issuance of this RFI also serves to identify parties with an interest in informing the USCG’s future capabilities, the resources required to deliver those capabilities, and industry best practices and offerings. 

Interested parties are invited to submit a capability statement and respond to the Government’s questions (Questions 10–25) outlined in the attached RFI. Responses should not include proprietary, classified, confidential, or sensitive information. The Government reserves the right to use any information provided for purposes it deems necessary and legally appropriate, including incorporating technical information into any resultant solicitation.

Organizations with Human Resources and IT solutions experience capable of delivering all or part of the capabilities detailed in the attached RFI are encouraged to provide the following information:

Submission Instructions:
All responses and questions must be submitted electronically via email no later than 09:00 AM Eastern Time (ET) on September 12, 2025 to the points of contact listed below. Attachments must be in MS Word/Excel-compatible formats or Adobe Acrobat PDFs. Respondents must adhere to the page limit instructions provided in the RFI (on page 10 in bold) and properly label all attachments in their response.
