RFI - INSPECTION, TESTING, & MECHANICAL INTEGRITY EVALUATION OF PROPANE PIPE SYSTEM AT USCG TRACEN PETALUMA, CA

This is a Request for Information (RFI) for the purpose of conducting market research, analysis, and screening of potential capable parties to provide comprehensive inspection, testing, and mechanical integrity evaluation services for propane piping systems at the United States Coast Guard Training Center (TRACEN) Petaluma, located in Petaluma, California. The required services include pre-inspection review of equipment files, external visual inspection, non-destructive testing (NDT) such as ultrasonic thickness measurements, rectifier testing for cathodic protection systems, leak testing, corrosion and coating condition inspections, and engineering evaluation and reporting in accordance with applicable codes and standards. The objective is to verify the current condition, safety, and code compliance of all propane piping systems and associated components, and to formally document inspection results and recommendations for future maintenance and inspection intervals.

Interested parties may attend a site visit at Training Center Petaluma on August 19, 2026. Request for Information (RFI)

Purpose: The United States Coast Guard (USCG) Training Center (TRACEN) Petaluma is issuing this Request for Information (RFI) for market research purposes to identify parties having an interest in and the resources to support the inspection, testing, and mechanical integrity evaluation of propane piping systems and associated pressure-retaining components at USCG TRACEN Petaluma, 599 Tomales Rd., Petaluma, CA 94952. The Coast Guard seeks to understand current industry practices, available qualified personnel, and technical capabilities for performing comprehensive inspections, non-destructive testing (NDT), cathodic protection evaluation, leak testing, corrosion assessment, and engineering analysis in accordance with applicable codes and standards (e.g., ASME BPVC Section VIII, NBIC, NFPA 58/59, API 570, NACE/AMPP, STI SP001).

The applicable North American Industry Classification System (NAICS) code assigned to this procurement may be 926150.

13. Please address the following technical requirements and provide documentation supporting claims of organizational and staff capability:
    1. Experience with inspection, testing, and evaluation of propane piping systems in accordance with ASME BPVC Section VIII, NBIC, NFPA 58/59, API 570, NACE/AMPP, and STI SP001.
    2. Capability to perform external visual inspection, NDT (including ultrasonic thickness testing), rectifier testing for cathodic protection, leak testing, and corrosion/coating assessments.
    3. Ability to prepare code-compliant mechanical integrity reports, including engineering evaluation, minimum thickness calculations, remaining life assessments, and recommendations.
    4. Availability of qualified personnel, including licensed Professional Engineers (PE) and inspectors with certifications such as API-570 (Piping), NACE Level II (corrosion), and STI certification for aboveground piping inspection (or equivalent).
    5. Experience with similar projects for government or large industrial clients.
    6. Ability to meet a period of performance
    7. Proposed approach for project management, coordination, and reporting.
14. If significant subcontracting or teaming is anticipated, please address the logistical, administrative, and management structure of such arrangements.
