    This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

    Solicitation number 36C10X26R0016 is issued as a Request for Proposal (RFP) for rideshare transportation services supporting Veterans enrolled in the Veterans Health Administration (VHA) Homeless Programs. The contractor shall coordinate, schedule, and pay for rideshare transportation nationwide (the 50 states and the District of Columbia) and in the outlying areas of the United States (Puerto Rico, Northern Mariana Islands, American Samoa, Guam, and the U.S. Virgin Islands) to support Veterans experiencing or at risk of homelessness in accessing shelter, housing appointments, healthcare, community support services, court obligations, essential goods, and employment-related activities, consistent with the requirements of the Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act of 2025 (Pub. L. 118-210, § 403).

    This acquisition is set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns eligible under the SDVOSB Program (13 CFR Part 128) pursuant to 38 U.S.C. § 8127. This solicitation incorporates provisions and clauses by reference.     An Option to Extend Services (FAR 52.217-8) may be exercised for up to six (6) months at the rates specified in the contract, subject to prevailing labor rate revisions by the Secretary of Labor. Estimated quantities are for evaluation and planning purposes only and do not guarantee any specific volume of services.

    DESCRIPTION OF REQUIREMENTS

    The contractor shall provide non-personal rideshare coordination and transportation services for Veterans eligible under VHA Homeless Programs, including but not limited to:

    • Ride coordination and scheduling through a secure, VA ATO-compliant (and FedRAMP-authorized, if cloud-hosted) electronic interface platform
    • Comparative price analysis and lowest-cost rideshare selection for standard (3-business-day advance notice) requests
    • Accommodation of last-minute/urgent transportation requests
    • 24/7/365 customer support for scheduled rides, rescheduling, and issue resolution
    • Establishment and management of separate rideshare accounts per VHA VISN
    • Monthly consolidated invoicing, trip-level reporting, and lowest-cost selection certification
    • Payment of transportation providers and passthrough billing of actual ride costs as Other Direct Costs (ODCs), with no profit, markup, or G&A applied
    • Training of authorized VAMC staff on the secure platform

    This is a Time-and-Materials (T&M) type contract, in accordance with FAR 52.216-1, Type of Contract.
