    This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR subpart 12.6, as amended by the FAR Overhaul (RFO), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation number PANDHA26P0000038595 is issued as a Request for Quotation (RFQ). The Defense Health Agency (DHA) intends to procure a firm-fixed-price (FFP) contract for non-personal, turnkey, paramedic-level Emergency Medical Services (EMS) at Robins Air Force Base (RAFB), Georgia. The contractor shall provide all personnel, management, supervision, fully equipped ambulances, and supplies necessary to deliver continuous, uninterrupted coverage 24 hours per day, 7 days per week, 365 days per year (24/7/365). The core performance requirement is to meet a seven (7) minute response time for primary emergency calls. The Government reserves the right to add similar EMS requirements for other Military Treatment Facilities (MTFs) located exclusively within the states of Georgia and South Carolina during the Period of Performance via bilateral modification. Please reference the attached Performance Work Statement for full details. The contract will consist of one six (6) month Base Period and four twelve (12) month Option Periods. Competition Approach: 100% Total Small Business Set-Aside (NAICS Code 621910). Submission of Proposals: Contractors must follow the requirements of FAR 52.212-1 Addendum, 52.212-2 Addendum, and the Proposal Instructions and Evaluation Criterion provided in the solicitation document (See Attachment I - Combined Synopsis/Solicitation) to create the proposal. The proposal is required to be submitted electronically to the Contracting Officer and Contract Specialists on or before the date and time specified in SAM.gov. Period of Performance: Base Period: 01 November 2026 - 30 April 2027 Option Period 1: 01 May 2027 - 30 April 2028 Option Period 2: 01 May 2028 - 30 April 2029 Option Period 3: 01 May 2029 - 30 April 2030 Option Period 4: 01 May 2030 - 30 April 2031 Extension: 01 May 2031 - 31 October 2031 Questions or Clarifications: Questions must be addressed to: erin.l.biser.civ@health.mil AND andrew.j.pounds2.civ@health.mil by email only no later than 12:00 PM Eastern Time on 22 June 2026.
