ROCKWELL PERPETUAL SOFTWARE LICENSES

This synopsis is to inform industry that Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to issue a solicitation to procure perpetual software licenses and both hardware and software support and maintenance from Turtle & Hughes Inc, Linden, NJ (Cage Code: 7N067). The Government intends to procure the items on a sole source basis to Rockwell Automation's authorized distributor Turtle & Hughes Inc under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source for supplies or services will satisfy agency requirements. Rockwell Automation, the Original Equipment Manufacturer (OEM), distributes its products through its distribution network, organized by geographical area. Turtle & Hughes is the only authorized distributor for the Northeast Region of NJ, therefore should be sole source to Turtle & Hughes. The solicitation, when issued, will be for a firm-fixed price contract.

THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation which may be used by the government in determining whether or not to conduct a competitive procurement. No contract will be awarded on the basis of offers received in response to this notice. A determination by the government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the government. Hard copies of the solicitation and amendments will NOT be mailed to the contractors.  The government will only accept electronic quotations.  All inquiries and concerns must be addressed to the Contract Specialist, Ms. Zaib Nageeb at zaib.nageeb.civ@us.navy.mil. Responses to this notice must be submitted by 11 March 2026, 14:00 PM EDT.
