    Description

    The Army Contracting Command - New Jersey (ACC-NJ) on behalf of the United States Army Garrison (USAG) Fort Devens Reserve Forces Training Area (DRFTA) has a requirement to procure pumping, inspection, and maintenance services for Septic Tanks and Grease Traps. This requirement is subject to availability of funds.

    1. This requirement is being solicited under SAM.gov under a Total Small Business Set Aside. All questions shall be in writing. Questions shall be emailed to Alyssa Hampton at alyssa.l.hampton2.civ@army.mil & Edward Sherwood at edward.l.sherwood4.civ@army.mil by 12:00PM EST on 26 AUGUST 2025.

    2. All quotes/offers shall be in writing. Quotes/offers shall be e-mailed to Alyssa Hampton at alyssa.l.hampton2.civ@army.mil & Edward Sherwood at edward.l.sherwood4.civ@army.mil. Quotes/offers due by 12:00PM EST 04 SEPTEMBER 2025.

    3. It is the offeror' s responsibility that all offers submitted, regardless of method of submission, are received in this office prior to the time and date for receipt of the offer. All quotes/offers are due no later than the date specified in the solicitation.

    4. FOB Destination, Vendors must include CAGE code, SAM UEI, TIN. Quote should include FOB Destination pricing; freight should not be listed separately.

    5. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

    6. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and nonpersonal services necessary to provide Septic Tank and Grease Trap Maintenance Services in support of USAG Fort Devens DRFTA.

    7. Contractors shall quote on all CLINs. CLIN pricing inclusive of labor, labor burden, other direct cost (material, equipment, fees, licenses, shipping, etc), G&A and profit.

    8. Line Item pricing should include all applicable taxes, fees, gratuities, commissions, services charges, shipping costs, etc. The federal government is tax exempt.

    9. The offeror is reminded it must offer on any issued plans, drawings, and specifications as amended. Any deviations, conditions or attachments made by the offeror itself may render the offer non-responsive and may be cause for its rejection.

    10. All representations and certifications to include provision of SAM unique Identification. A contractor that is receiving an award resulting from this request for quotation must be registered in the System for Award Management (SAM.     BASIS OF AWARD
    The Government intends to award a firm fixed-price (FFP) contract resulting from this solicitation. Award will be made to a single responsive and responsible offeror on an all or nothing basis. Quotes must include prices for each item listed in order that quotes may be properly evaluated. Failure to do so shall be cause for the offeror to be considered non-responsive. Award(s) shall be made to responsive, responsible offeror, and will be based on lowest price meeting technical specification.
