SOLICITATION AMENDMENT W912HZ25QA014-0001 ISSUED TO ADD MISSING SECTION L - INSTRUCTIONS TO OFFERORS AND SECTION M - EVALUATION FACTORS.  RFQ IS NOT EXTENDED - QUOTES DUE 3:00PM CT, THURSDAY, SEPTEMBER 11, 2025.

QUESTION AND ANSWER PERIOD IS CLOSED.

NEW REQUIREMENT - NO INCUMBENT.

The solicitation is being issued as a Request for Quote (RFQ) with the intent to award as a simplified acquisition.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-04. This requirement is full and open and utilizes the North American Industry Classification System Code (NAICS) 541715 - Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard in number of employees is $1,000. This procurement is being conducted in accordance with regulation at FAR Part 13, Simplified
Acquisition Procedures.

Quotes shall be submitted electronically to the Contract Specialist, Shinita Jordan, via email at Shinita.M.Jordan@usace.army.mil and Contracting Officer, Sonia Boyd via email Sonia.J.Boyd@usace.army.mil. no later than
3:00 PM CST on Thursday, September 11, 2025.

PLEASE RETURN THE FOLLOWING INFORMATION WITH YOUR QUOTE:

1. SF 18, Request for Quote, your signature; name, title; and date.
2. Section B - Schedule of bids/prices. All line items must be completed
3. Each offeror's proposal shall include, but shall not necessarily be limited to, information addressing the requirements of the solicitation. It is the offeror's responsibility to ensure that the proposal submitted is complete and accurate. Corrections will not be made by the Government.

OFFEROR'S ADDRESS - Prospective offerors should indicate in the offer, the address to which payment and/or correspondence should be mailed if such address is different from that shown for the offeror on Standard Form 18.

AMENDMENTS PRIOR TO SOLICITATION CLOSING - The right is reserved as the interest of the Government may require, to revise or amend the specifications prior to the date set for proposals. Such revisions and amendments, if any, will be announced by an amendment or amendments to this Request for Quote. If the revisions and amendments are of a nature which requires material changes in quantities or prices bid or both, the date set for opening quotes may be postponed by such number of days as in the opinion of the issuing contracting officer will enable offerors to revise their proposal. In such cases, the amendment will include an
announcement of the new date for proposal response time.

REQUIRED SYSTEM FOR AWARD MANAGEMENT REGISTRATION - By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the SAM database will make a bidder ineligible for award.
