Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

(i) Description

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation number FA930126Q0013 is issued as a request for quotation (RFQ) for the lease of a Combination Sewer Truck, that meets or exceed the Vactor 2100i and salient characteristics.

This acquisition is 100% set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

(ii) Line-Item Numbers

The solicitation includes the following line items (CLINs), quantities, and units of measure:

• CLIN 0001: Delivery Charge (1 Each)
• CLIN 0002: Base Year (12 months) - Combination Sewer Truck Rental
• CLIN 1001: Option Year 1 (12 months) - Combination Sewer Truck Rental
• CLIN 2001: Option Year 2 (12 months) - Combination Sewer Truck Rental
• CLIN 3001: Option Year 3 (12 months) - Combination Sewer Truck Rental
• CLIN 4001: Option Year 4 (12 months) - Combination Sewer Truck Rental
• CLIN 5001: Pick Up Charge Truck to be picked up no later than 09/30/2031 (1 Each)
• CLIN 6001: Over and Above – Shall not be priced, this is an as needed CLIN

(iii) Description of Requirements

The requirement is for Sewer truck lease, Vactor 2100i or other brand that meet or exceeds the salient characteristics, for 1 Base year with 4 option years with delivery and pick up.  Must include any potential roadside service needed and regular scheduled maintenance required within rental duration.

 Minimum performance requirements include:

Note: Any alternative vehicles must meet minimum requirements and be of equal size to the vehicle requirements of the Vactor 2100i and have the salient characteristics below at minimum.

Salient Characteristics/minimum requirements

• Combination sewer cleaner
• Water pump – range 100 gpm and 3000 psi
• 60 inch high dump for unloading debris to roll-offs up to 5 ft.
• Hose reel – telescope up to 15 inches and rotate 270 degrees for positioning
• Jackhammer
• Hydro excavation
• Positive Displacement – blower proving inlet volume in excess of 5k CFM and 18 Hg vacuum

(iv) Date and Place of Delivery

• Delivery Date: The vehicle must be delivered within one week of the contract award date.

• F.O.B. Point: Destination.
