    In accordance with FAR Part 10 - Market Research, this sources sought notice is being issued by the 905th CBn on behalf of the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS)’s Special Forces Underwater Operations (SFUWO) School in Key West, Florida Zip Code: 33040.

    This sources sought notice is intended for planning purposes only in order to determine industry interest and capability. This notice does not constitute a Request for Quote. The Government is not seeking or accepting unsolicited proposals. This notice should not be construed as a contract, a promise to contract, or a commitment of any kind by the Government. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published.

    Description of Services

    The Government is seeking vendors capable of providing comprehensive swimming pool maintenance services for the Special Forces Underwater Operations School’s Micah Walker Training Tank located on Fleming Key, Key West, Florida.

    The required maintenance services include:

    • Routine Pool Cleaning:
      • Vacuum and scrub the training tank.
      • Skim surface debris and brush floors, steps, and walls.
      • Perform backwashing and filter cleaning procedures.
    • Chemical Testing and Management:
      • Ensure proper chemical balance, including chlorine, pH, alkalinity, and acid levels.
      • Regular cyanuric acid and total dissolved solids (TDS) tests to maintain biological safety and prevent irritation.
      • Stock and maintain at least a 3-week supply of critical pool chemicals on-site.
    • Pump System Maintenance:
      • Perform routine inspections and maintenance of pool mechanical systems, including flow rate verification, impeller inspections, and Stenner injection system servicing.
      • Ensure heat pumps and air compressors are fully functional through scheduled cleaning and lubrication procedures.
      • Repair damages that exceed $500 and notify the COR immediately.
    • Emergency Services:
      • Respond on-site within 48 hours for emergency maintenance situations, particularly those involving visibility or biological safety concerns.
      • Provide a response to general service communication from the Government within 2 working days.
    • Safety and Environmental Compliance:
      • Perform services in compliance with OSHA requirements, Army Corps of Engineers standards, and relevant local, state, and federal regulations.
      • Immediately address chemical spills with corrective action plans.
    • Special Equipment Maintenance:
      • Service specialized systems, such as the Paddock Regenerator, by performing degreasing every 6 months and demineralizing annually.
      • Adjust servicing frequency based on performance and inform the COR of required changes.

    Interested vendors must be prepared to meet the following requirements:

    1. Provide weekly, bi-monthly, and annual maintenance services as specified.
    2. Track and submit comprehensive electronic invoices detailing chemical usage, technician details, and equipment health.
